How can i get loan from european countries against collateral i have in india?

I am looking for loan from europe with interest rate of 6% per anum against collateral i have,iam looking for nearly 9 million USD.We need Loan providing procedure like to be more flexible and easy.It should not be with more paper work.I can provide collateral details and salvation certificate(government bank will certify the value of collateral we have) and for information bank is not ready to give us bank gurantee(they dont want to take risk),only they will give salvation certificate.So we prefer if you have any confidential person here in india we can hand over the original documents to them and we get fund from them against appropriate procedure and agreement.Also loan providing time should not be more than 10 days,dragging of this process will not work out,so any one can guide me in this?
